Zum ersten Mal in seinem Leben im Ausland und gerade erst in L.A. angekommen wird Reiji Zeuge, wie drei Männer und eine Frau durch gezielte Kopfschüsse getötet werden. Geschockt versucht er zu fliehen, der Scharfschütze – die Elite-Killerin „Eins“ alias das Phantom – stellt ihn jedoch. Auf Order von Master Scythe, dem skrupellosen Wissenschaftler, dessen Befehle sie ausführt, verschont „Eins“ Reiji aber zunächst und betäubt ihn nur. Als er wieder zu sich kommt bemerkt er, dass sein Gedächtnis manipuliert wurde und er sich nicht mehr an seine Vergangenheit erinnern kann. Auf diese Art von seinem bisherigen Leben abgeschnitten wird Reiji von Scythe vor die bittere Wahl gestellt: Entweder, er lässt sich wie „Eins“ zu einem perfekten Killer ausbilden und tötet Menschen auf Befehl, oder er muss auf der Stelle sterben. Der junge Mann entscheidet sich zu leben und schon bald muss er als „Zwei“ an der Seite von „Eins“ die ersten Aufträge ausführen...
