Der Kleingauner Thomas Jefferson entdeckt, daß Schwindeln nur in der Politik wirklich reich macht. Er nutzt das plötzliche Dahinscheiden seines gleichnamigen Kongreßabgeordneten und bewirbt sich um den freien Sitz in Washington in der Hoffnung, daß erst nach seiner Wahl auffällt, daß er ein ganz anderer ist. Tatsächlich hält Thomas Einzug in den einflußreichen Kreis der Politiker, die sich Sitz und Stimme vergolden lassen. Doch bald ist selbst der abgebrühte Thomas entsetzt über die Skrupellosigkeit der Volksvertreter. Er sinnt auf einen Plan.
